Hebel does mean lever in German but it seems to have also been the name of a manufacturer

This is not an Olympic wreath, the sports organization that hosted this competition just put that on there because their competition happened the same year as the Olympics. It does show some signs of age, the leaves are rather fragile and at least one has fallen off, but it looks like it probably had many more at one time. The ribbons are a little worn and fraying at the ends. I
